Don't discount your ability to improvise! Check in your closet or at local thrift stores for cheap alternatives to purchasing expensive fabric or ready-made costumes. Add a long ribbon "belt" to a floor-length, long sleeved dress and you're good to go. Look for brocade or simple cotton fabrics.
